Born and raised in Saint Paul, Minnesota, Joe attended Hill-Murray high school and later graduated from Dunwoody College of Technology as a draftsman. He moved to Florida in 1971 in search of a warmer climate where he could exercise his talents and pursue his interests.

Capable and motivated to take on new challenges, Joe worked as a draftsman, earned a commercial pilot’s license, learned to fly seaplanes, and took up scuba diving at a time when the sport was still in its infancy. Joe built a home in 1977 in the town of Safety Harbor and acquired a Residential Building Contractor’s license. He later took an interest in working on cars and accumulated a collection of trophies for endurance racing.

Professionally, Joe exhibited a tireless work ethic. As a pioneer in the field of pipeline video inspection and no-dig rehabilitation, he and a partner founded Video Scan Inc. in 1987. The company started with a single black and white camera, pulled by a cable, and operated out of the back of a pickup truck. Over more than twenty-five years of hard work and honest dealings, Joe forged productive relationships with many people from cities, counties, and businesses in the area. Video Scan became known as one of the region’s most respectable and dependable service providers.

Looking to expand on his experiences with Video Scan, and with a view towards the future, Joe teamed up with a new generation of partners to co-found All South Underground in 2012. All South Underground is a certified general contractor that provides an expansive variety of support services to the underground pipeline and utility industry. In this later venture, Joe was able to leverage his decades of experience to help create a modernized business with a classic can-do approach.

In his later years, Joe enjoyed good BBQ, following local sports teams, gardening, bass fishing from his skiff, volunteering with his homeowner’s association, and spending quality time with friends and family.

The loss of Joe Sepion will likely affect many of the people in his life in ways yet un-recognized.

To his family and friends he was a considerate and thoughtful man with an unimposingly supportive presence. To his co-workers and business associates, most of whom he also considered friends, he was an honest, hard-working man, who took pride in his work, his relationships, and sustained a work ethic rarely encountered in recent times.

He was a good companion with a big heart, a strong hand, and a hefty sense of humor, not to mention a wealth of knowledge gleaned from a lifetime of doing.

He will be deeply missed.

  Joe was preceded in death by his parents, Roman and Antoinette Sepion. He is survived by his two sisters, Anne Marie (Sepion) O’Brien and Joan (Sepion) Huneke, his brother-in-law Daniel Huneke, his nieces Dawn Igoe, Karen Huneke, Stephanie (Huneke) Powell, his nephews Patrick Huneke and Chris O’Brien, as well as six grand nieces and nephews.
