Billie Corinne Chesley Duncan and her husband Lt. Col. Dorman L. Duncan, Jr. (U.S. Army Retired) were inurned at Arlington National Cemetery at a private family service. Billie passed away peacefully on April 15, 2023 at her home in Dunedin, Florida at the age of 94. Billie was born in Pontiac, Michigan to Ernest and Anna (Stoltenberg) Chesley. She attended Western Michigan University where she met her husband of 72 years, the late Lt. Col. Dorman L. Duncan, Jr. A talented artist, Billie worked for the Ford Motor Company before beginning her next career as a military spouse. Billie and Dorm raised a family while moving 19 times, including two foreign postings, before building a home in Dunedin in 1973 following Dorm’s retirement from the Army. In 1985, Billie and Dorm helped their son Scott start and grow Duncan Automotive Center in Oldsmar into a successful business.
Billie lived her life in service to others, generously contributing her time as a volunteer and community leader in Dunedin. Between 1975-2000 she served as President, Vice-President and Treasurer of the Dunedin Youth Guild. Between 1991-1995 she served as President, Treasurer and Secretary of the Friends of the Library. In 1991, she helped established the Dunedin Public Library Foundation and served as the foundation’s President and Secretary.
Between 1990-2012, Billie served on the City of Dunedin Library Advisory Committee, Public Library Fund-Raising Committee, Public Relation Advisory Action Committee, Reclaimed Water Advisory Committee, Stadium Advisory Committee, and the Personnel Review Board. She also volunteered for events at Dunedin High School and for the Dunedin Blue Jays. In 2015, Billie was recognized by the City of Dunedin, the Florida Senate, and the Florida House of Representatives for her many years of service to the Dunedin community.
An avid walker, Billie walked six days a week into her early 90s and enjoyed spending time with the Hale Senior Activity Center walking group. During her lifetime, she enjoyed traveling with her family and RV and train trips with Dorm throughout the U.S. and Canada after they retired. Billie loved drawing, reading, sewing, quilting, knitting and crocheting, playing cards, swimming, waterskiing, snow skiing, ice-skating, archery and fencing. Billie enjoyed making Christmas cookies and made dozens every year for various charity bake sales.
Billie is remembered with much love and gratitude by her daughter Patricia, sister-in-law Virginia, granddaughters Chesley and Marqie, daughter-in-law Margaret, great-grandson Weslyn, nephew John, her many other nieces and nephews and their families, her friends, neighbors, and members of the community she served. Billie was preceded in death by her husband Dorman, sons Scott and Jeff, sister Marjorie and brother John, brothers-in-law James, Thomas and Lou, and sister-in-law Colleen.
In keeping with Billie’s and Dorm’s wishes, the family held a private service at Arlington National Cemetery. For those who wish, the family suggests memorial contributions to the Dunedin Public Library Foundation or Dunedin Youth Guild.
